Allstate accident forgiveness CA?

I have had Allstate insurance for over 20+ years and have only a couple accidents on my record (with one recent one being claimed as my fault). I know that Allstate advertises the accident forgiveness plan, so I want to know if that is something I have to sign up for or if it was already included when they introduced the new plan. The car that was in the accident is fully covered so I wonder if I will be able to use the accident forgiveness since in the past 5 years no accidents have been my fault?

That forgiveness plan is not available in CA (at least not about 1 month ago). Part of it, I think, is the reduction that Allstate has had to do for policyholders beginning on 04/28/08. See the link to this info below
