Car accident in spet 2008, car insurance paid only little on the medical bills?

they saying my medical insurance should take care of the remaining amount because i had coverage only for $2500. should i ask the guy who created the accident to pay for it or his insurance? please let me know what to do if my medical insurance does not pay the remaining amount fully.
